The United Postmasters and Managers of America (UPMA) designed the Chapter Member Representative Training to equip chapter member representatives with the knowledge, skills, and resources necessary to fulfill their roles as CMRs within their local chapters effectively. This training program focuses on representing in Investigative Interviews, ELM 650 Mediation, and ELM 650, 651, and 652 appeals and fostering leadership, enhancing communication, and promoting engagement among chapter members to strengthen the overall impact and effectiveness of UPMA at the grassroots level.
CMR 101 is an entry-level class designed for new CMRs who have not handled many cases or those who desire a refresher with particular emphasis on Investigative Interviews, appealing Letters of Warning, and 7-day suspensions. We will also cover day-to-day tactics for encouraging communication for a healthier work environment.
CMR 101 will take place at the Embassy Suites by Hilton O’Hare – Rosemont on Saturday, June 27, 2026.
Every member wishing to attend this event must register.
The training session will begin at 8:00 AM and is expected to conclude by 5:00 PM. Lunch will be provided.

Contact the Embassy Suites by Hilton O’Hare – Rosemont to book your hotel room. Mention you are attending the UPMA CMR 101 meeting to receive the $159/night group rate for king rooms or double rooms. The room rate is based on single or double occupancy. For each additional adult there is a $10 rate increase. There is a maximum of four adults allowed per room.
Rate includes hot breakfast and evening reception, in-room wifi, and shuttle to/from the O’Hare airport. UPMA rates are available until 5:00 PM CT on June 5, 2026, or until the room block is sold out, whichever comes first.
Check-in is 3:00 PM. Check-out time is 12:00 PM.

This training program focuses on representing in Investigative Interviews, ELM 650 Mediation, and ELM 650, 651, and 652 appeals and fostering leadership, enhancing communication, and promoting engagement among chapter members to strengthen the overall impact and effectiveness of UPMA at the grassroots level.
CMR 201 will briefly cover all the basics of CMR 101 and then expand the role of CMRs in 650 Mediations and Appeals of Adverse Action. We will also cover the interaction between the CMR, the National Member Representative, and the UPMA Legal team, with an eye on Merit Service Protection Board appeals.
