The UPMA National Membership Director NEB Policy with application information

Role Description

This position will serve as a full-time Membership Director at the National Office located in Alexandria, Virginia. The Membership Director will be responsible for working with the National President in overseeing and coordinating all membership activities of UPMA as outlined in the list of duties and responsibilities as specified below.

Note: This position is currently posted for application only from active members of UPMA. The date of employment shall be January 1, 2025.  The application period is open until Friday, September 27, 2024 at 9 PM, EDT.  Interviews for this position will take place between Monday, September 30 and Wednesday, October 2, 2024.

UPMA National Membership Director's Duties and Responsibilities

  1. Recruit, engage, and develop members.
  2. Plan and coordinate membership drives, Career Conferences, and other tactics as outlined in conjunction with the National President to increase and maintain our membership.
  3. Communicate membership activities and statistics with the National Executive Board at least monthly and deliver a report on membership to the National Convention.
  4. Coordinate and conduct membership training at the National Convention and the Membership Academy.
  5. Conduct the bi-weekly download of dues received and the bi-weekly upload of information on membership changes to the Postal Data Center (PDC) for all Postal Service employees. Verify that the dues collected are accurate.
  6. Conduct the monthly download of dues received and the monthly upload of information on membership changes to the Office of Personnel Management (OPM) for our retired members on OPM withdrawal.
  7. Authorize Signature Federal Credit Union to transfer the monthly dues to the chapters.
  8. Annually prepare the cash dues mailing to those members in that category and record all cash dues payments when received. Coordinate payment of the cash dues to the chapters once per year with the regular dues transfer.
  9. Update all membership records as necessary.
  10. Handle member inquiries, provide information about services, and troubleshoot and resolve issues and concerns.
  11. Coordinate and participate in monthly membership calls (i.e., ZOOM) with chapter membership chairs and other officers.
  12. Collaborate with national and chapter leadership to achieve the goals and objectives of the membership program.
  13. Coordinate with chapters and process mailings to help increase membership.
  14. Develop and maintain a knowledge base of evolving services.
  15. Track the payout of membership incentives and the processing of 1099-MISC forms at the end of the year.
  16. The Membership Director may be required to work occasional weekends and holidays without additional compensation but may receive personal time at the discretion of the National President.
  17. The Membership Director shall serve in any other capacity as directed by the National President and the National Executive Board.
  18.  The Membership Director shall not be eligible to receive any membership incentive.

The UPMA National President supervises the UPMA Membership Director; however, the National Executive Board approves the employment contract. The National Executive Board has the final approval authority for all organization activities.

The Membership Director may request to terminate this agreement by providing written notice to the National President and the National Executive Board, and termination shall be effective thirty (30) days after acceptance of the request.

UPMA may terminate this Agreement thirty (30) days after written notification by the National President with 2/3 approval of the National Executive Board.

 

Membership Director Pay Package 2025

  1. The annual salary shall be 10% above the Membership Director's form 50 salary to start January 1, 2025. 
  2. Contributions to the TSP will be matched by UPMA up to 5% of the Membership Director's postal salary.
  3. UPMA will cover all authorized and approved travel expenses. 
  4. The Organization will cover all health and life insurance held with the USPS at the time of selection, including dental and vision. If the Membership Director's spouse is a Postal employee, the Organization will cover the difference between single and family/plus one coverage for PSHB. 
  5. The Membership Director shall receive per diem at the prevailing rate when on travel orders but will not receive any Directors/Executive Fees.
  6. Every UPMA fiscal year, the Membership Director shall receive 26 paid days off and may carry over five days from year to year, except for the final year of the term.
  7. UPMA will provide up to $3,000 per month to assist with housing within commuting distance of 8 Herbert Street, Alexandria, VA, based on demonstrated actual expenses.
  8. The Membership Director shall be reimbursed for cell phone expenses up to $100 per month.
  9. Moving expenses to the D.C. area and back to the Membership Director's residence of record shall be covered after receiving three bids for such a move.
  10. The Membership Director may be required to work weekends and holidays without additional compensation but may receive personal time at the discretion of the National President.

Effective date of employment: January 1, 2025, through December 31, 2025. 

The individual selected for this position cannot serve on the National Executive Board while serving as Membership Director.

Amendments: 

The UPMA National Executive Board may only amend this Policy by a two-thirds (2/3) majority vote.
