Role Description

This position will serve as a full-time Executive Director at the National Office located in Alexandria, Virginia. The Executive Director will be responsible for working with the National President in overseeing and coordinating the operation of UPMA including being a liaison for the membership in dealing directly with United States Postal Service Headquarters as outlined in the list of duties and responsibilities listed below.

UPMA National Executive Director's Duties and Responsibilities

  1. 1. Manage daily operations at the UPMA National Office under the direction and guidance of the National President and the National Executive Board.
  2. Work with the National President to develop and implement budget and financial planning strategies to promote the overall mission of UPMA. Any budgetary discrepancies shall be investigated and reported to the National President and, when appropriate, the National Executive Board on steps taken to resolve such discrepancies. 
  3. Create complete business plans to attain goals and objectives set by the National President and the National Executive Board.
  4. Forge and maintain trustworthy relationships with the UPMA National Executive Board, UPMA Chapter Leaders, and Postal Service Headquarters.
  5. Review reports from the UPMA National Executive Board, committees, and UPMA Chapters and officers to acquire an understanding of the Organization's financial and non-financial position on at least an annual basis.
  6. Serve as administrator for National Office employees' fringe benefits and insurance plans.
  7. Ensure adherence to the Organization's daily activities and long-term goals to established policies and legal guidelines.
  8. Direct and oversee UPMA National Office expenses. Authorize expense payments and provide status reports associated with UPMA National Office operations.
  9. Coordinate legal defense representation for adverse actions against UPMA members and assist Chapter Member Representatives. Review all billings from attorneys and evaluate ways to reduce costs. 
  10. Provide accurate and timely responses to UPMA members and Postal Headquarters inquiries. Maintain a record of all consultative issue logs, update at least monthly, and communicate updates with members at least monthly.
  11. If required, prepare agenda items and chair consultative meetings with USPS Headquarters.
  12. Deliver speeches at UPMA National events to update members on the National Office.
  13. Manage, maintain, and update National Office Internet and Technology needs, including the UPMA website. Review and record USPS Policy changes and post them on the website. Prepare a weekly "hotline" for the website and a column for each issue of the UPMA Leader. 
  14. As issues come forward, the Executive Director should develop plans to deal with them as soon as they become aware of them and report them to the National President.
  15. The Executive Director shall serve as the UPMA representative on the Federal Retirement Investment Board and the Postal Employee Relief Fund (PERF) executive committee.
  16. Attend electronic meetings when directed by the National President.
  17. Serve in any other capacity as directed by the UPMA National President and the National Executive Board.

The UPMA National President supervises the UPMA Executive Director; however, the National Executive Board approves the employment contract. The National Executive Board has the final approval authority for all organization activities.

The Executive Director may request to terminate this agreement by providing written notice to the National President and the National Executive Board, and termination shall be effective thirty (30) days after acceptance of the request.

UPMA may terminate this Agreement thirty (30) days after written notification by the National President with 2/3 approval of the National Executive Board.

Executive Director Pay Package 2025

  1. The annual salary shall be 10% above the Executive Director's form 50 salary to start January 1st, 2025.
  2. Contributions to the TSP will be matched by UPMA up to 5% of the Executive Director's postal salary.
  3. UPMA will cover all authorized and approved travel expenses.
  4. The Organization will cover all health and life insurance held with the USPS at the time of selection, including dental and vision. If the Executive Director's spouse is a Postal employee, the Organization will cover the difference between single and family/plus one coverage for PSHB.
  5. The Executive Director shall receive per diem at the prevailing rate when on travel orders but will not receive any Directors/Executive Fees.
  6. Every UPMA fiscal year, the Executive Director shall receive 26 paid days off and may carry over five days from year to year, except for the final year of the term.
  7. UPMA will provide up to $3,000 per month to assist with housing within commuting distance of 8 Herbert Street, Alexandria, VA, based on demonstrated actual expenses.
  8. The Executive Director shall be reimbursed for cell phone expenses up to $100 per month.
  9. Moving expenses to the D.C. area and back to the Executive Director's residence of record shall be covered after receiving three bids for such a move.
  10. The Executive Director may be required to work occasional weekends and holidays without additional compensation but may receive personal time at the discretion of the National President.

Effective date of employment: January 1st, 2025, through December 31st, 2025. 

The individual selected for this position cannot serve on the National Executive Board while serving as Executive Director.      

Amendments:

The UPMA National Executive Board may only amend this Policy by a two-thirds (2/3) majority vote.
