Postal Reform:

Where are we? After a hugely successful Legislative Summit, what is the status of the PRSA? On hold, temporarily, all indications are that the Senate will take up HR 3076 in early March and have it on President Biden's desk in March. We continue to monitor and update.

Non-deliveries:

Sometimes delivery units have to delay mail, which is happening more and more in our current state. The Postal Service does not fire employees for properly delaying mail; the Postal Service does fire employees for not accurately reporting delayed mail. Be smart when you do it. Rotate routes that are not delivered. CSDRS will sunset soon; new reporting is route-specific. Correct color coding is essential, do not color code to "hide" delayed mail; report the volume. Service Talks went out regarding the casing of DPS and casing flats first. This is nothing new, but with heightened attention, all aspects of delivery will be scrutinized in units. Even though it may not specifically be the reason for the 'visit," ultimately, we are responsible for all aspects of delivery in our units.

Personal Time:

UPMA will message out a lot this summer about Personal Time and Full Day Personal Time. The intention is to educate our members (and those to whom they report) on what the policy is and how the service should administer the program fairly and equitably. UPMA members should  not use the phrase "Comp Time" or any other language that is not in the ELM. The language directly from the USPS Employee and Labor Relations Manual is attached for information to begin this process.

Chapter Conventions and other Meetings:

As of February 18, 44 Chapters have shared the details of their Annual Conventions with the National office. Gerri compiles these and posts them to https://www.unitedpma.org/events/chapter-conventions-schedule Chapters need to set up these necessary meetings early and publicize them. Gerri is also available for assistance with hotel and meeting space/food and beverage contracts. Further, Chapters should consider 3-Digit type meetings for communication and potential recruiting purposes. Many Chapters have found these as effective as anything they do to reach members and grow the organization. Missing are AZ-NV-NM-ND-WV-MD-MA-RI.

NPA 2022:

In a letter dated January 20, the Postal Service declined to adjust the FY2021 rating of four for the NPA. The UPMA National Executive Board has authorized the appeal of this decision to whatever level we need to. The 2.5 percent merit increase for all field non-bargaining unit employees will remain unchanged. UPMA has asked for a meeting with Deputy PMG Doug Tulino as the VP Labor Relations position is currently vacant. Although one has been promised, nothing has been scheduled.

Initial meetings continue in-person next week at L'Enfant Plaza.

Collectively, since November 1, 2021, you have gathered six hundred and twenty-two (622) 1187s or 1187Rs. That is an outstanding achievement. February is shaping up to be a tremendous month as well. We are "doing the work" to grow UPMA; keep up the fantastic effort. THINK BIG. BE BIG!
